U’STUAI.IAN AND N.Z. CABLE ASSOCIATION GERMAN PROPOSAL. LONDON, Sept. 15. The “Matins” Berlin correspondent learns reliably that Ilavenstein (Chairman of the Reichshank) whom tho Government is sending to London will propose that the Bank oi England undertake a guarantee for six months’ payment to Belgium, of seventy million gold marks, while the Reichshank undertakes to pay the Bank of England within eighteen months. HOPE OF SETTLEMENT. PARIS. Sept. 15. The “Figaro” says the hope of reaching an agreement by the Reparation Commission is not lost. A compromise has been rcaelud and submitted to Brussels and Berlin.
