IUSTU.VI.IAN AND N.Z. CABLE ASSOCIATION. DEADLOCK OVER THE REPARATIONS. BERLIN, September 9. _ No progress has been made by the Belgian-German Conference regarding guarantees. The German Government lias nothing more to offer in the way of guarantees than it offered to Bradbury. The Rciehsbank and other banks refused to have anything to do with the guarantees. The outlook is pessimistic. The Belgian delegates warned the Germans that they could not preflohg their deliberations and said they would leave Berlin on Sunday; whereupon the Germans submitted a complicated plan of guarantees which the Belgians are considering.
