The “Daily Mail” Lobbyist says en- , pl. n/ ip rpviviil* and ©mi-, eouragement of trade r trration to the Dominions are the tuo attention of the Cabinet Committee on unemployment' as the best method of alleviation, though the trade is undoubtedly improving slowly. Government is advised that there will be at least a million lyiemployed in England during the winter. The Committee is investigating on the assumption that there is now a surplus population hevond the utmost requirements of the industry which must be reduced b.v emigration. In this connection there is likely to be an interesting extension of last year’s scheme, whereby the (Government agreed to guarantee interest on approved capital issues to a total of twenty-five millions sterling. It is thought if the interest is guaranteed on the same terms to companies, corporations or Dominion Governments, raising capital for development work in the Dominions, employing as far as possible British made material, it would have the doublt advantage of stimulating production at home and providing more work for emigrants from Britain to the Dominions. Only the broad outlines of the scheme have at present been discussed. An announcement is not likely to be made before Parliament meets in November.
