Financial Incompetence. The Government itself has written “Incompetence” across the door of the Ministry of Finance, for while it prates of iconomies i.t spends as merrily as ever. Certain economies have undoubtedly been effected, such as the “cuts" in the pay of the Civil Servants but fresh means seem to be continually discovered of dissipating the money thus saved, so that it really is not saved at all.
