The Russian trade delegation in London has explained the seizure at Baton m of the two steamers recently that were flying the British flag. These vessels were removed by their captains from Odessa when the Rods occupiec that town in 1919, although they were tile pfoperty of the Russian Governinept! They were' sold Jiy the Captains to Greeks who were British subjects. This act violated the international law, whereby no merchant ship in war time could be sold without the consent of the State whose nationals own the vcsesels.
LORD ROSEBERRY. LONDON, Aug. 23. Lord Roselterry, formerly a prominent British politician, is now in illhealth. WHOLE CABINET IN DOCtC. BULGARIA’S METHOD. BERLIN. Aug 22. The trial continues of the Bulgarian Ministers for the war. There are eleven Bulgarian members of the War-’ time Bulgarian Cabinet on trial, including the Commander in Chief of the Bulgarian Army. They have been imprisoned since the end of 1019. They include M. Radoslavoff, Premier, who fled to Germany before the armistice. A twelfth Minister died in prison. ■ The trial began last October, since when the prisoners have been marched three times every day, maniculed through the streets of Sofia, guarded by an armed escort. The Court consists of seventeen judges, whereof ten nrei called “the People’s Judges',” who are peasants. The charges, which are framed under an amazing special act, whereof tho principal penalty is death, are ns follows:—Firstly; that the Cabinet declared war without the consent of Parliament. Secondly: that they leased the State coal mines to Germany for Of) years.
Thirdly: that they seized enemy property without the consent of Parliament.
Fourthly: that they increased the severity of the military penal code. Fifthly: that they are guilty of bribery and other corruptions.
Sixthly: that they diplomatically prepared to join Germany without considering the advantages offered by the other side.
The Act, which is entitled: “The Law for the .Prosecution of the Originators of the National Defeat,” is really bn indictment, voi'diot, and judgment combined.
The penalties include a remarkable decree: “That all who participate in the diplomatic preparation for war are liable to the same punishments, besides responsibiliy for tlie whole cost of the war,” which is four hundred millions sterling.
