Mr Massey said .the .Prime -Minister .iqjght .flftt .be .to .ftttsnfl always, hut they had for New Zealand a very excellent representative at the Washington Conference, and that plan might he arranged again, but he admitted ,tliat it Was bqpqritant that the Primo Ministers, if possible should attend Imperial Conferences. The Conferences should be arranged so that the Ministers would not need to be away .more than four or five months. So far ns New Zealand and Australia were concerned, he thought it might be a good thing to have some modification pf the (Privy Gounod wjt-h the object of -forming ,Rn (Empire CpipiciL At present there was a continual overlapping of the affajrs of the United Kingdom and the Dominions when the Conferences were ,being carried on, and only a separate Council would got over the .difficulty.
