(Received this day at 8 a.in.) ■ BERLIN, August 11. ! u- The third anniversary of the promulgation of the Geripan Republican constitution was celebrated. Government buildings and many private houses were beflagged. President Ebert issued a manifesto in which ho said: “Heavy storms have swept over the young Republic. Unity, right and liberty have been threatened but our firm hope in the -miration of Germany will not be abandoned.” President and members of the Cabinet and civil and military officials assembled in a decorated Reichstag and cheered for the Republic, Fatherland and Nation nnd listened to a patriotic speech by Hummel (Premier of Baden) warmly appealing for social ™ co-operation in the work of reconstrucV tion and urging the pursuit of a path of justice in the foreign policy. It was noteworthy that Bavarian State buildings were not beflagged.
