AUSTRALIAN AND N.Z. CABLE ASSOCIATION. TJ.S.A. OPINION. WASHINGTON, August 2. The State Department has not yet received a memorandum of the British note to the Allies with reference to the cancellation of debt. It is pointed out here that U.S.A. administration has opposed the cancellation of the Allied debts to the United States. Moreover, the law under which the United States Department Refunding Commission was created specifically forbids such a cancellation. Th o belief in official circles is that the British Note is merely addressed to the Allies for the purpose of letting them know, in the face of the representations they have made to the British Government that, while Britain is willing to annul the Allies’ debts, it cannot be done so long as the United States insists upon the British debt to the United State being paid.
