BERLIN, July 24. Having failed to negotiate political treaties at the Hague, Russians from both The Hague and Moscow are assembling here with the object of concluding contracts with the big corporations, including Italian, British and Roumanian firms. The Soviet Central Executive has passed a law restoring real nnd personal private property rights, patents, trade marks, copyright, and the right of inheritance up to 10,000 roubles. These laws are not, however, retrospective. They do not restore any property boat has been proprieted "by right' of the revolution," The pew law legalises contracts and agreements.
