The committee of Foreign Affairs reluctantly recommends Germans acceptance of terms laid down by the Allied Committee on a guarantee providing control of German revenue, expenditure and the prevention of the flight of capital, as a condition of a moratorium. Germany regards the moratorium as an important step towards an international loan and revision of the Treaty of Versailles.
