THE COUNCIL. WELLINGTON, July 15 Tlie Legislative Council met at ‘2.30 p.m. The debate on the Addrcss-in-Reply was continued bv Hons Triggs, -Mitchell and Sir W'. Fraser. After Dr C llius had replied the Council adopted the' Address-in-lteply, and the C ouncil rose at 4.33 p.m.

Tl: ' 111-use met at 2.30 p.m. .Mr Holland continued tlie debate nu f-n Aihlress-in-Reply and at the c !.uclr,.sion of his speech he moved the 1 i::g amendment —That in view of the- e net of living being now at the s. me i-iel as when the last wages bonus was granted, legislation should be introduced restoring the bonus to public servants; that the state of the public finances was such that no excuse existed for reducing public servants salaries, mid that if the public finances were in such a state, that increases of revenue wore necessary, lien the Government was not justified in remitting land and income taxes; further that the Government failed to fulfil its promise to confer full political and civil rights on the public service, ;uul bv its failure to provide adequate representation of New Zealand at Washington and Genoa Conferences ft rfeitecl the confidence oi the House and couidry. ~ The amendment was seconded by -or Munro and supported by Mr I lowan , the speakers opposing it being Messrs Rotter mid Parry.
