I A critical situation lias arisen owing to the Egyptian Government dismissing nineteen foreign officials from the Irrigation Department. The dismissals have been made in the middle of negotiations for the regulation of the position of foreign officials in the Egyptian sorvee. Feeling is running high among foreign officials, who sa,v that the dismissals are due to a political motive, A BLACK STAIN. (Received this day at 8.30 a.m.) NEW YORK, June 23 The newspapers throughout the country are unanimous in condemning the Benin outrages. The Coroner’s jury returned a verdict blaming the authorities in Williamston County, where the Irngcdy occurred, for not taking action. They ask why not a single arrest was made, and declare the outrage sullies the country’s record, and is the blackest stain on Unionism. Feeling is running high.
LABOUR AND SOVIET
(Received this day at 11.30 a.m.) LONDON. June 28. At the Labour Conference, Mr Cramp moved a resolution denouncing the Soviet’s treatment of Social Revolution, aries. He said the Soviet violates the best instincts,of humanity and hindered the progress of Socialism and democracy throughout the world. The resolution was carried with a few dissentients, who denounced the attempt in discredit Lenin and the Soviet.

SIBERIAN RETORT. (Received this day at 12.25 p.m.) LONDON, June 28. Vladivostock reports indicate there is ii wide uneasiness foflowing the lormal announcement regarding tho Japanese evacuation. Many Russians are disposing of their property at any price, before the red occupation of the coast.
JAPAN VND SAGHLIEN. 'Received this day, at 12.25 p.m.) LONDON, June 28. It is understood the Japanese Minister to Poland is empowered to negotiate with Moscow regarding Snghnlien, which is being held pending a settlement of the Nikolnievsk massacre questions. Three tentative proposals are being discussed; first, as an indemnity. Russia shall cede- Northern Saghnlien to Japan; second Japan to lie given a lease for a fixed period, as an indemnity; third, Russia shall recognise Japan’s already acquired rights in Northern Saghnlien as an indemnity.
