STIWKS WANTS BIG LOAN. BERLIN, June 8.

Hugo Stinnos, addressing a gathering ol the Westphalian manufacturers and business men, in reference to a reparations loan, said that a small loan which would give a moment’s breathing space would not help Germany to meet her obligations. If the reparations were to he paid, and interest and sinking funds on the loan to Germany were to lie found, there must he a considerable increase in the rate of production, but if the German imputation were asked to work harder, they must he given conditions which would convince them that their labour had some aim. A small loan would he harmful, because it would cause an artificial improvement in the value of the mark. Germany would become independent of French Supplies of raw materials from the annexed territories. Ile considered the occupation of further German territory would he preferable to a small loan.
