At tlie present innmeiit an insidious movement is in operation with a view to stirring up indnstfial mid political strife. A circular headed ‘‘A Suggestion,” is being eiieiilit el, Ktineplitinualy in some*-eases, and openly i-i others. Tt, is unsigned, and there is ro suggestion as to tlm source from whim it comes. Tt. is, however, suggested that the I.WAV. may have something to do with it. Tt has been left in public places and in railway trains. The text of the circular is as InlJows:—“Workers. The boss has decided. AVhat are you going to do—submit to lower wages and worse eon litions or fight? The strike is our only tool. Most of you have seen it in operation. Tt is a two-edged tool, hut not. useless as some pretend.
‘•'Pile job strike the job strike bis not been tried on a very large scale, but it has always proved its power to compel tbe enemy to compromises. In sonic eases the lock-out has resulted. Well, at its worst it is better than the strike. You can always he ready to go hack, and do the same under any terms they desire. They must produce with profit or close down, thus sinking their capital. They (the exploiters) dare not lock out large masses of people, because Hint would create what they most dread —a revolutionary position.
