Local Body Finance. The position regarding the “antecedent liability” is somewhat unsatisfactory inasmuch as the Legislature has. made no provision, in arriving at the “antecedent liability” for separate accounts, outstanding cheques, or even flie outstanding revenue, to be taken into account. The Act makes it mandatory that every local authority shall provide for its obligations and engagements in any year out of its revenue for that year.—North Island comment.
