RED ARMY ACTIVITY, " THE TIMF* ” SERVICE. (Received this day at 8.80 a.nl.) BERLIN, May 18. Advices from Moscow state a German stafF officer, assisted by a number of specialists, is reorganising the R"’ Army. Further; measures for strengthening the Red Army, in consequence of the. failure or. the Genoa Conference, are being taken. It is expected in Moscow that the All . Russian Executive Committee will order the mobilisation of further closes immediately.
