RED ARMY ACTIVITY, " THE TIMF* ” SERVICE. (Received this day at 8.80 a.nl.) BERLIN, May 18. Advices from Moscow state a German stafF officer, assisted by a number of specialists, is reorganising the R"’ Army. The arrival of transports carrying war material, aeroplanes, seaplanes, and motor cars is expected at Petrograd. There are reports of special military activity with the concentration of troops in the districts of Kieff, Kharkiff, and Odessa. Further; measures for strengthening the Red Army, in consequence of the. failure or. the Genoa Conference, are being taken. It is expected in Moscow that the All . Russian Executive Committee will order the mobilisation of further closes immediately.
