WASHINGTON, May 14 The U.S.A. administration will give dose consideration to the appeal by Prance that the United States should participate in the proposed international commission to investigate the Russian situation, but it is understood i | IC United States will be as reluctaiit to accede to the appeal as it was to accept an invitation to Genoa. REPLY TO RUSSIA. GENOA, May 14. ~ The convening Powers prepared the reply which was sent to the Russians to-day. The Belgians and French again did not sign the reply and they will protest strongly against the tone, of the Russians’ Note. They hold that having ruined their own country, the Russians are little qualified to berate the so-called Capitalist Powers especial--1 y when asking for money. Their Note ; s referred to as stupid and clumsy by _ the Franco-Belgians. I ' : RUSSIA REFUSES OFFER. ! GENOA, May 15. The Soviet delegate to the Conference, M. Tchtcherin (Russian Minister j o f Foreign Affairs) has now sent a I Note to Signor Schanzer, as representing the Conference, declaring that the proposals that have been made by the __ i Powers for an inquiry at , The Hague j (excluding Russia from the panel) are absolutely unacceptable to Russia. I M. Tchitcherin asks instead, for an ! imediate summoning of the Political Sub-Commission at which, he states, the Russian delegation will enlarge their proposals for mixed commissions. M. Teh itch erin’ s letter is a stronglyworded one. , It has caused a sensation, in view of the unusual course being taken of refusing point blank, before the Powers’ Note has even been presented to Russia.

REFUSAL TO NEGOTIATE. GENOA, May 15. ..—^ Regarding M. Tcliitcherin’s letter, the Anglo-French view, is that it is impassible to negotiate with the Russians, who it is considered ,are now obviously seeking a break with the Conference.
