The Chinese Premiers and Ministers of communications and finance arrived at Kobe, from Tientsin whence they fled, fearing Arrest and possibly assassination. The arrival of these" 'and oilier refugees is embarrassing Japanese officials, who fear anti-Japanese capital will be made out of their presence. Nevertheless it has been decided to afford them the fullest protection.
ALLEGED RUSSO-GERMAN 'TREATY PARIS, May 12.
The paper “L’Eclair,” publishes, despite an authoritative denial, the alleged text of the Gerinan-Russian military convention, which it is stated was sig ed on April 3. It includes a clause under which the Germans are to tr; and equip the Russian Army and Navy, supply aeroplanes, and instruct the Forces in the use of poison gas.
MONARCHIST PLOTTERS. LONDON, May 11
The Sofia correspondent of “The Times” reports a grave plot, whiclMs suspected to he the consequence of the arrest Colonel Samohualoff, senior officer of Wrangel’s Army. A mass of documents was discovered in his room at his hotel in relation to the organisation of the Bulgarian Army, the location of ammunition dumps, strategical maps and details of the money in the principal hanks. The police for some time suspected Wrangel’s Army were inclined to intrigue with the Monarchist groups in Berlin and Paris. This discovery justifies the suspicions. Numerous arrests are probable.
THE ALLIES’ INDEMNITY. LONDON, May 11
Sir R. Horne (Chancellor of the Exchequer) replying to a question in the House of Commons said the German payments in cash and kind to the British Empire and the Allies from the Armistice to last March, including money for the Armies of Occupation on the Rhine, reimbursements, advances and coal deliveries were estimated at 6,487,856,000 gold marks. £IOOO CONTEST. Sir Robert Horne, in the House of Commons, replying to questions, stated that the Government had made it clear that it was not prepared to make a loan to the Soviet Government. BLAKE’S WORLD FLIGHT. LONDON, May 12. Blake’s world flight is attracting widespread interest. Scores of men and women have offered to accompany him. Lieut-Col. Le Brooms, of the Engineers, lias been definitely chosen to take charge of the photographic and cinematographic work. Ho will nlx> conduct geological explorations at certain points. Broom was formerly a civil engineer at the Aleutian Islands.

In the House of Commons an interesting bill to amend the law of marriage with nephew and niece-in-law was read for the first time. The bill wn--introduced by Athelstnn Rerdall, who introduced the “Deceased Husbands” Brother Marriage Bill. It was argued that the legislation of nephews and nieces marriages was justified m the ground that consanguinity was absent.

The Portuguese cruiser Republic wirelessed that the Portuguese airmen attempting tile trails-Atlantic flight havbeen picked up by the Britisli steamer City of Paris. They fell into the sea shortly after leaving Fernac Do Noronlitt on Thursday morning.

The “Telegraph” points out that of thirty-one cases in Sydney, seven died. Two of these were not treated so far as being too few for a of the others died, after being properly treated. One of these was a man of 85, whereas in Quensland where the new serum is not employed. Ml out of Ho plague patients died. Though the discoverer does not claim that the serum is a cure for plague, the patients treated so farare being too few for a definite conclusion, the “Telegraph” contends that larger experience might prove that n cure for the dreaded disease, had at last been discovered,
