The Congress decided that municipal committees should control municipal administration, thus transferring the authority from Government institutions to Non-eo-operate bodies. "he President of the Congress in a. speech outlined a pjan for capturing committees of local boards, district hoards, municipal and even provincial councils, with the object of obstructing all work if rights arc not conceded. He appealed to nil to concentrate on a reduction of expenditure as the only solution of the remedy of conflict between the governing and Government.

NEW YORK, April 17. To-day’s sales on the New York Stock Exchange totalled more than 2,000,000 of shares. This is the largest turnover since April, 1920, and for the number of issues traded in, it is a new record. For more than a week, the market has been extremely active.
