Tile British and Dominion delegation met this morning and arrived at a eatntnoii understanding for dealing with the conference business. The Conferred in the' afternoon appointed four dfiffltttissiOns. The first will deal with the conditions of the Cahnes resolution, Russian question, peace questions, and general question of confidence among the nations. The second deals Mlth finance currencies and exchange. He third with economic and commercial tariffs. Tfyp fourth with transport. There will be a subsidiary commission on legal questions. Each country will have a representative on each commission. It is understood Hon. Lloyd George greatlv influenced tbe preliminary conversation. The French objected to treating with Germany and Russia on the same basis as other powers. Hon. Lloyd George replied that the conference was not summoned in oi der to issue ultimatums. If Russia and Germany accepted the Cannes resqlutions, they ought to go straight ahead with fhe work reference to which otherwise would be useless.
Japanese and Italians strongly support Lloyd George. It was agreed not to allow Germany to raise the Reparations question, on tlm ground that the vanquished cannot appeal to the victors in the presence of neutrals. The general aspects of reparations will lie discussed as affecting the economic position of tbe world.

There was a heated scene as a result of Tchitchcrin suggesting land disarmament. M. Bartliou violently opposed, saying, France absolutely refused to discuss disarmament.
