RUSSIA AND GENOA. MOSCOW, March 29. M. Schicherin, the Soviet Foreign Minister, has indicated that the Russian policy at the Genoa Conference. He maintained that it will he possible for Russia to conclude deals by means of loans, or concessions, with foreign capital, without abandoning the economic foundations of Sovietism. He emphasised that the agreements with the other Governments must be expressed in a form completely recognising the Soviet Government De Jure. LONDON. March 29. ' In the House of Commons, Mr A. Chamberlain in announcing the Government Genoa resolution said he hoped the House would leave the matter to ho dealt with by the Premier. He could not deal adequately with the scope of the Conference by replying to questions. J lord Robert Cecil:—‘‘Are we to understand that scope of the Genoa Conference to the Cannes resolutions.”.
