The Chairman (Mr M. Guthrie) said tlit- matter had been discussed by the Association some time ago, and the Mayor hod been requested by a deputation to take steps to minimise the danger. The Mayor had been sympathetic but pointed out that the matter of speed was already dealt with under statute law. He had undertaken, however, to bring the question before the legal committee of the City Council, but the Association had not heard anything further. The evil was going on unabated, continued Mr Guthrie, and accidents were happening almost daily Complaints were being made by members of the Association who were anxious to attend its meeting, but felt they could not get about the city with any degree of security. Some were of defective vision and some deaf or lame. That was what had caused the Association to take up the matter. The jury in a recent Supreme Court case had attached a rider to its verdict, expressing the desirability of uniform bylaws dealing with this matter, and the Judge had said that he would place the rider before the proper authority. It was now their duty to strengthen the hands of the jury and Judge. His own opinion was that there could he no dividing line; there must be no possibility of doubt. Motors must stop when a tramcnr was taking up or setting dowm passengers.
