RUSSIA’S NEW POLICY.
BRUSSELS, Dec. 22. The Reval correspondent of the Antwerp Neptune learns from Moscow that the president of the Central Committee there has declared that he is heady to acknowledge all Russian debts, including war debts, provided that the Soviet Government is officially recognised. Russian policy, which has been primarily directed towards conciliating Britain, will now he directed towards conciliating France. Russia, therefore, must put her financial obligations in
order. The committee, the correspondent proceeds, discussed tho plan of the German industrialist, Herr Stinnes, for an international consortium in Russia. The majority was in favour of the plan ns being the only way of reviving Russian industry. Herr Stinnes’s suggestion to supply Russia with manufactured products was, however, much criticised on the ground that it did not tend to assist a revival of Russian industry.
