For the time being, the treaties have disappeared from view in face of the tremendous political controversy which lias sprung into existence over the Soldier Bonds Bill now being formulated, giving to ex-service men a monetary bonus. It is regarded as a political measure, framed with a view to next aiftumn’s congressional selections. Both Mr Harding and Mellon, Secretary to the Treasury, strongly advised against the bonus at this time, but the Republican majority favours the bonus being enacted. The whole country is agitated. Business men and farmers oppose the measure. Congressmen -dio not know how to raise the revenue for the bonus, and seem perplexed. The daily debates in Congress strike the sparks of a serious conflict.
