ICBTKU.IAK AND N.Z. CABLE ASSOCIATION. MINERS DISPUTE. CAPETOWN, February 8. A Johannesburg, message states the Chamber of Mines offered to limit the abolition of the status quo agreement to low grade mines, retaining the existing conditions in other mines, but the federtaion refused the offer. This proposal would involve the elimination of only a thousand white workers instead of two thousand as originally contemplated. Undoubtedly the announcement of the concession had a considerable effect on public opinion, and will possibly open the way to furthei negotiations.

THREATS BY STRIKERS. CAPETOWN, February 7. An independent movement has started of miners among the strikers desiring to return to work. This caused a passionate scene and at a protest mass meeting many treasonable utterances were made by speakers and threats against strikers who return.
