POLICEMAN CHARGED

PARIS December 14

Remarkable conditions are said to have been revealed as prevailing in the country district of Champigny-sur-Marne, where the constable of the little township, who is also the usher of the local police court, has b e en arreston a charge of murdering 'two women after criminally assaulting them. Investigation showed, it is alleged that the village constable Etienne Caratier, despite his 57 years, had been the terror of the women of the district. He is stated to have been in the habit of forcing his way into houses in virtue of his official capacity when the men of the family were absent and then terrorising the Avomen into submitting to him. He had already been prosecuted for criminal assault. Caratier, who is divorced, maintains that he is a victim of a plot for revenge by people whom he has had to proceed against as village policeman.
