What is the Leasehold?
Vlt aims to prevent' those who wish to work land having to lease from the speculator who has secured the freehold. It aims at doing away with this speculative middleman, and enables the working settler to deal directly with the State It aims at making the State the sole landlord, and acquiring from the State a title absolutely as good as a freehold; perfect security of tenure and a reasonable and definitely fixed rental. It aims at enabling the man who wants land to obtain it at bedrock valuation, and to pay rent leased on such' a valuation,, and on terms which only the iState cduld give. It differentiates between the man who wants to hold land until somebody else wants to use it. It endeavors to prevent the new settler having to sink perhaps his whole oapjita'i in land purchase, and then having to borrow money to carry on with. It absolutely safeguards the improvements the settler may make and secures to him the fruits of his toil. It prevents the inflation of prices and directly discourages speculation in land values.”— Index.
