Details later. SAILED FOR FRANCE. (Received This Day at S 30 a.m.) NEW YORK, Dec. 14. Marshal Foch and M. Viviani have sailed. Foch in a statement suggested an international economic conference, declaring a definite move to deal with disorders should he made.. The nations can offer individual questions and each can explain exactly what it wants. Unless this meeting is held, there can bo no general understanding and economic chaos will continue indefiniely.
