The Prince’s Visit.
REUTER’S TELEGRAMS. BOYCOTT AT BENARES. DELHI, Dec. 13. There was a boycott proclaimed at Benares on the occasion of the Prince of Wales’s visit there. No attempt, .however, was made by the Nationalist agitators in any way to interfere with the programme. The chief function was the opening of a new Hindu University building. In this a number of students, wearing Glmndist Nationalist caps, participated; but they listened decorously. Otherwise very few Indians were present. Large blocks of seats that had been reserved for the public were almost empty. All the shops in the city , were kept closed. The Prince was the guest of the Maharajah of Benares, and attended a. State luncheon, and also visited places of interest round the city. He inspected troops. The Prince has left Benares for Nepaul, for a week’s shooting among the tigers and rhinoceri.
IMPERIAL POLITICAL CHANGES. BALANCE OF POWER QUESTION. LONDON, December 14. Air Charles Lucas lectured at the Colonial Institute on “The Balance of Power Within the Empire,” He propounded a theory that the creation of self-governing Dominions redressed the power balance, by dist'ribnting power throughout the Empire. He said he was of opinion that if Ireland immediately, and India uISP mately, became Dominions, they would further advantageously redress the balance of power within the Empire. Sir J. Allen (New Zealand), who presided, said that Ireland was a difficult 1 and delicate question, which he waa not prepared to deal with. Regarding tho Dominions, the war had unduly quickened developments for which the Empire had not been prepared, and it now was suffering a reaction. He said they should go slowly and surely.
