It appears certain that in less than n year hence, Russia will have returned to a capitalist basis df natiomfl lite. As a republic it is no more revolutionary than France, and has already restored the rights of private property and trading. acknowledged foreign debts, and invited foreign capitalsts to exploit- the national resources.
SOVIET FEDERATION. LONDON, Dec 4. The “Morning Post’s” Constantinople correspondent reports a (Bolshevik coup abolishing by decree the independence of the three States, Azerbaijan, Georgia. and Armenia, and constituting them a Federal union under Russian control. The l political centre to bo at Baku, and the economic Government institutions will he under control of Russians. The Soviet’s object is to strengthen its hold on the threshold of the Orient. Komalist Turkey has promised inilit-arv support in the event of a revolt. The Soviet has also strengthened its Caucasian armies, and executed 82 nationalists wliot were likely to onpose the coup. Further effective resistance is unlikely.
