The Royal Irish Constabulary have demanded to lie disbanded rather than lie transferred to Ulster. They refuse to serve under any Government except that of the English Parliament. NEW IRISH SCHEME. TfINDOX, Nov. 30. The “Daily Mail” says the now Irish scheme involves full self Government for the South, with, the addition of a second Chamber which can by consent lieoome a joint Senate. Tlie plan leaves the north intact except for new concessions. The financial’ machinery will be adjusted to make the settlement easy and advantageous to both South and 1 North. • The Sinn Fein have raised difficulties as to the meaning of certain vital points.
