WASHINGTON, Nov. 27 The question of the “C.” Class Mandate Islands lias not yet officially been dealt with, but there are indications ‘bat a certain amount of interest is being taken by the American Press and commercial circles therein. Articles are being written, and in■formation is being sought at the various Press conferences, and specially in relation to the mandatories’ proposed control of foreign shipping at the mandated islands. AMERICAN IDEAS. WASHINGTON, Nov. 27 Senator Borah made a statement today opposing Harding’s plan for an association and no covenant. The tuitions did not know wliat would happen to them thereunder. In fact the Dengue was the more preferable, because it bad a covenant, whereas an association bad no covenant. He indicated bis conviction that the proposal must come before the United States Senate, when it would be subject to the same criticism and opposition as that which wrecked the League of Nations. M. Vivian! (France) expressed himself in cordial endorsement of the plan, which, fie thought, did not conflict with the League, while it would enable the United States to come into the Councils of the Nations of the world. SUBMARINES TO REMAIN. WASHINGTON, Nov. 27. It seems to be the general belief that the submarine will not be abolished altogether, but that rules will be laid down regarding its use for purely military and defensive purposes.
