Bi’kt'lAL TO GUAltlllAN. WELLINGTON, Nov 1. When the Mental Hospitals report was presented to the House to-day, Mr Seddon mentioned the Westland Mental Hospital. He said the conditions of this institution had become a scandal.t The Minister’s attention, had been drrtwii to thi> matter tiiic) lili was doing shmethiiig to improve Hie position, hut there was urgent need for the provision of additional accommodation. Curative treatment was impossible under the present conditions. Mr Sedilon also urged that facilities should he provided for the employment of the inmates on land, preferably in forestry work. He •understood that plans bad been prepared for the immediate improvement of the institution at a cost of about £4,000:.
