Overseas emigration need not In* supported on party grounds. It is surely a question'of "hat is best for the individual and most expedient lor the Empire. I would not like In see many ex-service men go to the Dominions and he b’lt to settle themselves there as best they could, nor would 1 like to see immigration on principles which now give those who settle lands, the rights ol ownership over the soil and minei.d wealth which belongs to tile people. Every generation of those who work the land, should get the full benefit of their labour, hut no generation should secure a monopoly of the owneiship rights, which future generations require. It is possible to overcome suspicion, by creating a joint, representative, titust worthy supervision over immigration and emigration arrangements. Labour men who ask to think in terms of• the world's regeneration and to act on Commonwealth not parochial principles, shout'd not be afraid of emigration or view such a problem as though it were a settled doctrine, that Englishmen should never leave their own shores.
