This, coming on the eve of the Armament Conference, is regarded as a warning to the -ountry that, despite possible arrangements to limit armeiueiits, the fighting units ot the F.S. Navy must not be neglected. Mr Denby points out that the United States is lacking in a mine-laying submarine fleet, and a long-cruising large calibred gun submarine.
