Petty engagements are occurring daily. Refugees arc pouring into Calient, with harrowing tales of murder and plunder. Fuifthor disturbances arc reported from Madras. Detachments of Leinster and Suffolk are parading the streets, while the police are scattering handbills containing announcement that the declaration martial law is absolutely necessary since the rivil Government lias temporarily collapsed, but tho situation is practically in hand, owing to the prompt, effective military action. The Persian Government have despatched a Cossack force from Teheran against Mainlined Taghi. acting governor of Meshed and the Turkoman force co-operating with him. Negotiations with Kuebiek Khan so far are abortive. He is still styling himself head of Cabin Republic. Governineiu is engaging leu regular Swedish officers for the I eisian Army.
