GENEVA, Sept. 3. The .League of Nations Council has approved of the International Blockade Commission’s proposal that a decision to apply the Sanctions of Blockade to any nation dec-laring war taajy henceforth he taken on a bare majority. ARTICLE TEN. GENEVA, Sept. 3. The League of Nations’ Amendments Commission have discussed Canada’s proposal to eliminate from the Covenant Article Ten. The supporters of its suppression contended that this Article duplicates Articles Sixteen and Seventeen. A majority of the Commission opposed this view. The French delegate urged that changes in the Covenant should only lie made in collaboration with the United States. Finally, a sub-Commission was deI „ted to report on the interpretation of the Clause.
