The Executive of the Third International has issued proclamation to the workers of all countries asserting the declaration that the capitalistic Governments arc offering to support starving Russia for humanitarian reasons, is a lie. On the contrary, the famine is regarded as a- welcome ally in the struggle against the workers. A SOVIET DECLARATION. (Received This, Day at 10.15 a.m.) PARIS, September A Helsingfors message states a Bolshevik communique referring to the dissolution of the pan-Russian relief Committee, charges it with approaching foreign Governments with a view to establishing control and distribution of famine supplies and adds if foreign governments want to control the Soviet Government action.•the latter will send them to the devil.
