[nl TELEGRAPH —PER PRESS ASSOCIATION] FUTURE OF VILNA. LONDON, Aug. 17 A message from Warsaw states that unconcerned contempt was displayed in the Vilna Assembly on the reception of a League of Nations request for the transformation of General Zelligowski-’s army into a militia force not exceeding 6000 in number, and for the dismissal of outsiders from civil aud military posts. On the other hand, the Assembly thanked General Zelligowski for delivering the city, and it adopted a resolution declaring his army the city’s sole defence, as the League of Nations is unable to guarantee its security. STARVING RUSSIA. LONDON. August 17. The Helsingfors “Telegraph” states: The Russian Government has despatched representatives to Italy to buy aeroplanes for the Soviet. RUSSIA DROPS PROHIBITION. PETROGR.AD. August 17. The Centa.il- Soviet lias abolished the prohibition decree. Tt permits the manufacture and sale of wines. The nationalisation of houses in Petiograd is also abandoned.
