He has just reported confirming the extent and gravity of the Russian famine. There are 35,000,000 people affected, and the number is constantly increasing. Large masses of people are trekking to Poland to Turkestan and to Siberia, in an attempt to escape from starvation. Poland ooukl not accept the refugees, and those going in other directions are faced with a difficulty of crossing fqjidless and shelterless steppes. Nearly oim third of the trokkers consist of foodless children in a most pitiable condition. CHILDREN’S MORTALITY. BERLIN, August 17. Parents in Samaria, on the Volga river 650 miles eastward of Moscow are leaving their children on the dosteps of Soviet officials and institutions. A children’s colony has beer established to which waifs and strays are sent, but the mortality therein isappalling. It amounts to this, tin are gathered up from the streets in order that they won’t die before tinpeople’s eyes.
HELP FOP RUSSIA. ('Received Thin Day at 1.30 p.m.) GENEVA, Aug. 17 The Conference dealing with the question of the Russian famine, appointed Nansen and Hoover as Chief Commissioners fully empowered for the administration of relief, co-operating as far as possible with the Russian governmental and voluntary organisations. The Supreme Council of the League of Nations notified the formation of the Council in order to secure unified governmental and private action, and cooperation. The League Council is issuing an urgent world-wide appeal to all charitable organisations for prompt and generous assistance.
