SOVIET COUNTER CONFERENCE. LONDON, Aug. 16 The “Times” Riga correspondent reports that Moscow papers state the Soviet is considering the summoning of a Conference of Chinese, Mongolians and Far East Soviet Republics, wlm are in opposition to the Washington Conference, with the object of defending their common interests against Du* predatory imperialism of Japan, America, England and France. The Conference will discuss questions ot Customs, transport, tariffs, trade, river shipping and the handing over of the Chinese eastern railway to China. i HEAD OF RELIEF COMMITTEE. LONDON, Aug. 16 A telegram from Reval states Nansen lias been appointed bead of the American Relief Committee in Russia. A RUSSIAN CONCESSION. COPENHAGEN, Aug. 16 The “Politiken’s” Reval correspondent says a British financial group interested in Vickers Armstrong, have practically completed arrangements to acquire a. concession in Russia’s largest dockyard at Nicolaieff in the Black Sea. The Soviet receives a commission ot twenty-five per cent on the output.
