N.Z. COUNTIES’ CONFERENCE.

LOCAL REMITS. The Westland County Council has given notice of the following remits to go before the New Zealand Counties’ Conference to he held at Wellington next month : ' 1. Counties Act, 1020, Section 131. Apportionment of expenditure in separate Hidings: “That in the opinion of the Conference the said section should be amended by adding a permissive clause, to he adopted at the option of any local body by resolution: (1) either on total income (pis in section 128 ol the Counties Act, 1908) or, <2) on total income from general rates only (as in section 131 of the Counties Act, 1920.”) Note. —The amendment gives local bodies a fleeted the option of allocating under the scheme formerly in operation

over many years, and is more just in many -instances where Hidings yich other considerable sums ot revenue in addition to rates.

Arteiial roads scheme: ’ That die Conference recommends that the proposed arterial highway from Blenheim via Nelson to Hokitika, he extended south to Ilaasi Pass, so as to include 1 he. great tract of Crown land in South Westland, the value of which will be 1 materially enhanced by a main highway.’’ Note.—The extended area includes many hundreds ol thousands of acres of forestry reservations, endowment hind, and scenic reserves, and the proposed extension of the arterial roue would traverse a vast Crown estate, aim by increasing facilities lor access an transit, the Government would he bene lifting enormously its own Crowi areas. 3. Hospital Subsidies: "That the Con ferotiee urges the Government to .n crease the proposed subsidy to llospita Boards in regard to local contribution from contributing authorities to an amount in the region of the sum ori ginally estimated and favorably considered by the Hospitals Department namely 30/5 in the £. so as to meet tin cases of the less favourably placed dis tricts in the Dominion which are now prejudicially affected by the suggest or change from the original scheme pr< posed by the Department for alloca t ion.” Note. —It will he a hardship to main districts if the relief first anticipated i not granted, as with a low capital valuation. and a small population, mam such districts arc inequitably rated lot hospital administration in comparison to the more closelv settled and allhieit districts which would not suffer unduh by a differential basis of subsidy, and on such diflorential basis the cost to tin Government would not he incrca-ed.
