AUSTRALIAN AND N.Z. CABLE ASSOCIATION. ALLIED RELIEF PLANS. LONDON, Aug. 11. At the Supreme Council, Lord Curzon said in regard to relieving the Russian famine, that operations only began with the dispatch of relief ships. They must develop an organisation which would divide the famine area into districts, and so prevent any accumulation of population in any one locality. They must ration the food* do relief work, and' establish hospitals. He believed the following conditions were essential to the assistance of the Soviet Government: - The formation of an International relief authority; and the enlistment of an expert commission to report nf- the earliest opportunity.
