PROTESTS AGAINST REPORT
AYELLINGTON. Aug. 2 Protests against the report of the Baeing Commission continue to reach the Minister of Internal Affairs, the lion \Y. Oownie Stewart. Representatives of some, of the clubs are seeking rersonal interviews with the Minister. .lust at present the main cause of protest is the decision that permits shall not he i-sticd to clubs whose applications have been rejected by the Commission. Presumably protests against rejection may be reserved till the report comes before Parliament, which may accept the report with modifications and alterations, but there does not appear to be authority lor this in the Ad. The Act authorises the appointment of a Commission to deteiniim* the number ol licenses to be issued, the clubs to which they are to be issued, and the number ol days on which t hey may he used. 'I lie Gover-nor-General ■'limy.” by Oider-in-Coun-eil. authorise the issue of a umber of licenses not exceeding the number recommended by the Commission. It is this Order-in-Couneil. and not the report. which is to be laid belore I atliameiit within Mil days ol its issue, or the eommencemeiu ol the session. Either House of Parliament may, by resolution, reject the Order-in-Cmmcd. which will.then cease to have died. In that case the licenses shall not exceed those authorised by the principal Act. It does appear that the GovernorGeneral ('otherwise the Government) is not bound to follow the report of the Coinmi & don, except that licenses shall not exceed the number recommended by ,|ie Commission, but once the Order-in-fo,mcil is framed and issued, Parliament has no choice but to accept it wholly, or reject it absolutely. Whether the Government, having obtained a report from experts, nlow a iborough enquiry, will allow House to reopen tlm whole matter in detail, is another matter.
