A FATAL EXPLOSION. LONDON, July 26
- There was an explosion in a laboratory of a naval shell establishment at Gosport, four men being blown to fragments and four badly injured. A quantity of detonators were being wheeled on trucks when the explosion occurred.

The Japanese Naval Department are prepared to draft a suggestion for disarmament based on the freedom of the seas and non-fortification of any Pacific islands including Hawaii, and Guam. SOUTH CHINA REPUBLIC. TOKIO, July 26
The Vice-Minister of the Department of the Interior in Canton Republican Chinese Government, arrived here to seek Japanese recognition for the South China Government. He states that the Canton Government is sending Mr Mateo, the Secretary to Dr Sun Yat Sen, to Washington to watch the Pacific Conference on behalf of his Government.

The recent scenes at the Labour Congress held at Lille were unparalleled. The Congress was held in an immense winter garden under a glass roof. The affray began by certain Bolshevik extremists trying to eject a moderate named Domolin, from the tribune. The Moderates rushed to protect their comrade, and the whole Congress therupon was transformed into a seething mass of struggling, perspiring humanity, resembling an enormous football scrimmage in fronts of the tribune. Mourn outheau, the giant, bull-necked secretary of the Parisian Federation, used his fists and feet against the-Mod-erates nearby. Mqninoutheau’s supporters then seized iyon chairs and hurled them into the' ranks ol the Moderate defenders. Half a dozen revolver shots were fired. Four fight ing delegates fell wounded.
