CABLE ASSOCIATION A > (Received This Day at 8 a.m.) LONDON, July 26 A correspondent in Berlin learns the Russian tragedy is being exploited bv a group of big banks, which are approaching landowners whose land contains minerals and coal, offering small sums for the option of purchase within a year, which period the Germans believe will be sufficient to produce the total collapse of the Soviets. Many impoverished refugees have accepted, and others have refused but agreed to form companies on the basis that the Germans supply the plant and machinery. Germany will thus acquire enormous coal, oil and mineral rights which will enable Germany to control the world’s trade. Herr Stinnes is a leading figure in these mammoth projects.
