DETAILS OF RECOMMENDATIONS

WELLINGTON, July 23

Among other things the Racing Commission report states: “Upon the com_ plot ion of our inquiry and after careful and earnest consideration, we, in completely unanimity, have arrived at the following conclusion, viz:—(a) That it is highly undesirable either by a redistribution of licenses hitherto grant ed, or by the issue of additional licenses or otherwise, to materially increase the volume of totalisator betting in the Dominion, (b) That considering the configuration of tho Dominion, and the scattered nature of its population the number of races per year now permitted is not excessive, (e) That there are anomalies and injustices to the present distribution is a fallacious one, tint that poulation is an important factor, and should have due consideration in every ease, (e) That outlying districts, and especially districts suffering under disabilities of isolation, should receive special consideration. (f). That to achieve any approach to accurate justied a. certain measure of redistribution is imperative, and the issue ol a certain number of additional licenses is unavoidable. (g) That to oflect this redistribution, to provide these additional licenses, to remove anomalies, and le remedy the injustices now present, without materially increasing the volume of totalisator betting, it is inevitable that certain clubs enjoying privileges beyond their just deserts, or beyond the reasonable recreation require. merits of their respective districts. should suffer a curtailment, and that others who have outlived their usefulness, or who are not really necessary to the district they purport to serve, should disappear from the racing map altogether, (h) That with regard to what arc 1 called metr<>|wditan clubs, it should he recognised that the larger of these clubs are in a sense institutions, catering according to high standards not only for the population in their immediate vicinity, but for tho raring community at large, and they should not be interfered with, unless for grave reasons, hut that suburban clubs are in quite- a different position, and are entitled to much less respect and consideration. (il That country clubs, as a class are entitled to more sympathetic consideration titan they have hitehrto received, it being in our judgment not only strictly just, hut in the public interest, that a sufficiency of recreation should bo available for those living at a distance from larger centres, hut that in certain areas quite an unnecessary congestion of country dubs was apparent and should to some extent ho relieved.”

The recommendation of the Racing Commission for cutting out Napier Park Tlaeng Club has come as a bombshell to Napier and is the only topic of conversation. At an emergency meeting of the Park Club this morning. certain action was decided on but was undisclosed.
