FRIDAY, JULY H

The Council met at 7.45 p.m. Present—Messrs 0. A. Perry (Mayor), Wood, King. Pilkington, Blank, Parkbill, McGregor and Lloyd. Apologies for absence were made for Messrs Peril!) m and (youlson.

The minutes were confirmed and outward correspondence approved. | INWARD CORRESPONDENCE. From Nelson City Council, asking particulars of gas and water supplies.— 1 Received ; already replied to. Resulting from our eonicn'iiee with you this afternoon the following proposals were made: — I.—That the Cass Square fence and pavilion be repaired by the Borough (‘ounei!.

2. That the Borough Overseer prepare specifications for clearing away ' grass, etc. from the fence and for paint- ’ ing the fence and pavilion (front).

Thai the Beautifying Association call for tenders for carrying out the work.

4. —That three boilers (coppers) be set up in the Square in brick or concrete, the Association to pay half the cost. 5. —That the Council should put up a notice on the pavilion offering a reward for information leading to conviction of damages of the property. —Received. Mr Wood explained the proposals, stating he considered tlie offer of the Association was a very generous one. The Mayor said it "as gratifying to find that the Association were prepared to assist the Council in the improvement of the town. After discussion clause by clause, the letter was adopted save that clause 1 be referred to the Chairmen of Public Works and Reserves to make enquiries as to cost. From Same, suggesting that the time bad arrived for placing signs of street names in prominent places in each street.—Received ; no action taken. From Department of Internal Affairs, notifying increase of audit fees. —Received. From Public Trust Office, notifying the Grevmouth branch would deal with loan matters in future.—Received. From J. F. Schroder, drawing attention to state of footpath approach to bis properly, Brittan. Street. and asking for attention. —Received ; reierred to Public Works Committee to investigate. From Tims Marks, notifying discontinuance of lease of reserve No, 519. Received and accepted. From J. Mclntyre, sexton, asking for two weeks’ leave of absence. —Ro(civ,"i: iopi iosi granted. From Treasurer, reporting receipts £287 0s lid, payments £341 12s 83, debit balance £331 19s 2d. —Received. FINANCE REPORT. From Finance Committee, recommending payment of accounts amounting to £290 19s 10d: that the Librarian lie asked to undertake the cleaning oi the Library at 5s per week and the Comic it Office and Town Hall tor an additional 5s per week; that Mr Gibbons be relieved of the above duties; that be be instructed to devote the extra time so far as is necessary to the water supply system, to repair leaks, keep a close watch in the supply and generally do all work therein, bis workin this connection to bo under the superintendence ot the Overseer to whom lie is to report as becomes necessary. Received and adopted. f PUBLIC WORKS REPORT. 1 have the honour to report that at a meeting of the above Committee held on 'the 6th inst, it was decided to report: — (a) Re Cr. Pilkiugton’s motion—That as the Borough staff have completed their work in connectmn with the construction of the llall Street drain they are now engaged in carrying out the works enumerated in Cr. Pilkington’s motion. (b) To recommend that the Town Clerk lie instructed to get the Borough Solicitor’s opinion as to the legal power possessed by the Council to license heavy traffic vehicles (motor lorries and timber waggons). , Received and adopted. OVERSEER’S REPORT.

I beg to submit the following re]>oivt of work done during the past month. The Hall Street drain has been completed for about half*a chain past Park St i eel with concrete pipes, and is being continued as an open ditch across the swamp.

A contract lias been let to .Jamieson and .McCourt, and they have finished it for 1 chains in advance of the concrete pipes. We have cleaned out the Livingstone Street drain from Hampden Street to the end a limit 20 chains. The crossing at Mrs Fowler’s residence, Hampden Street, has been putin ; also repairs to wall at A\ • Jones’ property, Healey Street. The covering of a culvert on the Han Him road inside the Borough has been renewed; also the Davie Street crossing both being broken.

We are at present engaged repairing footpaths in Park Street. Air John Covle has delivered 10 stringers lor Fisherman's creek biidge.

The town water service has not given much trouble duriiie tin* past month, only a few leaks requiring attention We made about 1 chain of 18iiieh pipes. usual street cleaning has been attended to. Received and adopted. INSPECTORS REPORT. I beg to report that for the first quarter ending June 30th, 1921, I have secured 40 convictions under various sections of your Bye-laws, the fines and lees amounting to 024 15s. During the last fortnight 1 have found it necessary to nail up all the doors oil the pavilion, except one, to prevent the continuous abuse of same b\- persons climbing over the front and throwing open the doors at all bouts ol the day and night.

1 also wish to report that the slumlength of fence at the Bealey-Weld Street corner of live Square has rotted away which enables cattle that may be at large gaining access to the Square. During the same period I have prepared the woodwork in the reading room, reference room, news room, find

passages of the Library for oiling or varnishing. Re water supply.—l beg to again draw your attention to the fact that the water in tlie reservoir, through the shortage from the Lake and also the leakage in the reservoir that is known to exist, still requires nursing day and night, and I respectfully point out that during the fine seasons approaching there must bo serious trouble unless something is done to remedy the defect. —Received. , ABATTOIR REPORT. From J. Jarman reporting for June there were examined 9 cows, 82 bullocks, 325 sheep, 9 pigs, 5 calves; fees for period £7l ss.—Received. MISCELLANEOUS. fn connection with the lighting of the Town Clock it was resolved that four lights be arranged for. Mr Blank speaking to the Inspector’s report. said that there appeared to ’>e some laxity shown as there were four horses in Cass Square every morning this week except that morning. Care should be taken to prevent such oeeuring.

Mr Blank also referred to the necessity of some repairs being effected to the footpath on upper Gibson Quay. Mr Lloyd said this was one of the matters to receive early attention. Mr Pilkington also mentioned that the footpath in Weld Street required attention in the way of the hollows being tilled up and the outer grass beared awiiv to enable the water to rim off the footpath. Early attention "as promised. Mr Wood asked for instruction as to lighting of the Tahrnrv and Messrs Wood and Lloyd were authorised to inquire as to the cost of installing electric light. The Council rose at 8.40 p.m.
