No definite decisions were reached at the Premiers Conference because the principles were only discussable. The principles involve recognition of the right of the dominions to consultation regarding foreign obligations concerning which the Dominions may he implicated. No resolution was carried in accordance with the understanding that resolutions were unnecessary, where there was a general concurrence.
