HOKITIKA BOROUGH COUNCIL.
FRIDAY, JUNE 10th
The Council met at 7.50 p.m. Present—Messrs G. A. Perry, (Mayor), Coulson, Wood, Blank, King, McGregor, Parkhill, Pilkington and Lloyd. An apology for absence was received from Mr Perham.
The minutes were confirmed and correspondence outward approved. INWARD CORRESPONDENCE. From Mrs J. Butler thanking Council for vote of £2O for swings, but stating that as her husband and herself were providing the full cost thereof, the cheque had been handed over to the Beautifying Society as a donation. — Received. From Bank of New Zealand notifying the increase of interest charge on overdraft to 7 per cent.—Received. From Kanieri Electric Limited, no tifying commencement of electric lighting of streets from June Ist. between sunset and midnight.—Received; The Mayor expressed appreciation of the very satisfactory results of the installation. From Westland Automobile Association, asking Council to ask Railway Department to supply estimate of. cost of making turnouts on Hokitika railway bridge.—Received. From Same, stating that the South Spit* road from railway bridge to Hokitika boundary was in a bad condition, and drawing attention to the danger of vehicles without lights using the railway bridge.—Received. From Thomas Stai nes asking Council to reduce price of present offal contract from £f>7 to £55, the former price, owing to the drop in tallow etc.—Received ; Air Lloyd moved the request- 1>? acceded to. Seconded by Air McGrcgoi and carried.
From Westland County Council stating that as a result of inspection of Borough road at South Hokitika connecting with Arthurstown road, it was found the road was in very had order consequent on the increased traffic due to the closing of Kanieri bridge, and estimating cost of repairs at £ls to £2O. —Received; Air Lloyd said he had inspected the road, and it required attention. He moved the Public Works Committee be authorised to spend up to £2O. Seconded by Air AlcGregor and carried.
From A Cederman asking permission to cut a drain from his section to the deep drain in Jollie Street. —Rec-u >' ed; referred to Public Works Committee with power to act. From Engineer, Dunedin City Council supplying particulars of wood pipes used there.—Received. From South Island Afotor Union, inviting assistance in having growth of trees at road corners, curtailed so as to prevent the danger of collisions and accidents.—Received. From J. •f. Alclntosh asking for a crossing to his premises oil Gibson Quay.'—Received; request granted on usual conditions. reports. From Treasurer reporting receipts £72 12s. Gd., payments, £2Ol 195.; debit Kalance £sll 17s.—Received. The Finance Committee recommend?.! pigments of accounts amounting to £232 0s 3d. —Received and adopted. The Abattoir Committee reported on a number of small matters requiring attention, and recommending the slaughterman’s (Mr Connor) wages . be increased bv 10/- per week. -Received and agreed to. On Air Blank’s suggestion it was resolved to have a cra.ik j„ the concrete foundation attended to at once. . From Manager of Abattoirs (Air <1 Jarman) reporting during Alay there were examined 7 cows, 90 bullocks, 302 sheep, 20 lambs, 23 pigs. 3 calves. Condemned, 1 cow, 1 pig- F ecs period, £72/14/-. —Received. NOTICE OF MOTION. Hr Pilkington moved: “That for the. guidance of the Council and in order to formulate a scheme of permanent works and the necessary finance cosame, the Works Committee be requested in conference with the Council Foie, man, to submit* at the earliest date a report on each of the streets of the Borough in detail: (a) With regard to the improvement of the streets. (|,) With regard to the footpaths. (~) With regard to drainage to deal with surface, storm, and roof
water. ' f Such report to contain, in respect o. each street an indication uf present coodition the extent to which permanent i work should be carried out, and an approximate estimate of the cost of sm-n , work; so that any loan may be apportioned and earmarked accordingly. Air Pilkington said he felt that the necessary finance to carry out the work j could be obtained, while there was plenty of material and laUor avail- , able. He moved the resolution so that the Council could obtain a compw- J hensive report of the works that were urgent throughout the town. t ■ Air Coulson seconded the motion. He j felt there was a necessity of carrying i out permanent works so us to keep 'l.e town in a condition with the progress that he expected the Town to make ’ in the immediate future. He hoped . the Council would carry the motion, j ' Mr Lloyd said it would be necessary to have a qualified civil engineer to j supply a proper report. ' j Mr King would like to see the repo-t j obtained. ! Mr Blank said it was a big order j to obtain the approximate cost. It | would take the Overseer a long time to : supply the report. Air McGregor said it would be advisable to have the report for future guidance. Mr Wood supported the motion 1 which was agreed to. Mr Lloyd referred to the proposal of the Public Works Committee at last meeting for the provision of a horse and dray for the Council’s use, which was adjourned till this meeting for consideration The Committee had again looked into the question, and saw •> reason to change its report. He therefore moved that a horse r.nd dray V ' obtained. Seconded by Mr Wood who said he ‘ had always favoured the Borough owni ing its own horse and dray. Mr Coulson supported the motion. They could take it for six months at 3 least. I Mr Blank said it would not be neces- ' sary to employ another man, because 3 they would have to revise the duties of l the Inspector, and perhans he could be Utilised to cape for and feed the horse.
Mr King supported the motion. Air Parkhill said the main question was who was to look after the bora?. If the horse was looked after the same way as the grader then it would soon be m a Very sorry state.^ Air Pilkington -also considered that the main question was the upkeep and attention of the horse. Mr McGregor said only one portion of Revell Street was cleaned at present, and if they got a horse of their own the other streets could receive attention. If they got a good man they would find he would give proper attention to the horse. The motion was then agreed to. The Council rose at 8.45 p.m.
